Job Title: Knowledge Manager Job Category: Project and Program Management Time Type: Full time Minimum Clearance Required to Start: TS/SCI Employee Type: Regular Percentage of Travel Required: Up to 10% Type of Travel: Local * * * The Opportunity: As a CACI-Mission & Engineering Services Knowledge Manager, you will facilitate and coordinate all aspects of enterprise knowledge systems, record keeping, and data management at the compartmented level in support of a United States Special Operations Command (USSOCOM) Joint Task Force (JTF). This position requires expertise in data administration, SharePoint site collection architecture, business process automation, and Microsoft Power Platform solution development to optimize operational decision-making and cross-functional collaboration. Responsibilities: As a Knowledge Manager, you will be embedded with operational and staff elements to provide comprehensive data management, collaboration systems oversight, and technical advisory support. Your in-depth knowledge of information architecture, enterprise records management, and modern collaboration tools will allow you to seek out, identify, plan for, propose, integrate, and evaluate data solutions in support of Special Operations and Joint Task Force mission requirements. Your knowledge management-focused efforts include: Performing end-to-end data administration, including data ingestion, metadata curation, structured data lifecycle management (creation, modification, and deletion per policy), and document scanning/uploading. Implementing, managing, and maintaining Knowledge System Tools (SharePoint On-Premises, SharePoint Online, web portals, and custom customer communication platforms). Serving as the Subject Matter Expert (SME) on Microsoft Office 365 and the Microsoft Power Platform (Power Apps, Power Automate, Power BI) to deliver automated workflows, business intelligence dashboards, and custom application solutions. Analyzing operational business needs and workflows to recommend and implement optimal technical solutions utilizing approved enterprise platforms. Performing SharePoint Site Collection Administration, including managing scalable site hierarchies (top-level, directorate, division, and branch), configuring uniform navigation, developing content types/templates, managing search scopes, and administering role-based user access permissions. Designing, developing, and executing approved functional file plans that meet SOF, Service Component, Joint Service, DoD, NARA, and Federal Government records management standards. Leading data migration and cleansing efforts to transition legacy file shares into structured records repositories, providing comprehensive data conversion reconciliation reports. Assisting in the deployment and continuous enhancement of enterprise Records Management programs, including cataloging and preserving operational "War Records" from forward-deployed elements and headquarters data stores. Defining, testing, and auditing access privileges, security boundaries, and information control structures to identify vulnerabilities and ensure strict adherence to DoD, DISA, NIST, and Federal Information Assurance (IA) standards. Providing Tier 1 support to end-users and site designers, producing FAQs, standard operating procedures, and training materials to encourage enterprise user adoption. Qualifications: Required: Current Top Secret / Sensitive Compartmented Information (TS/SCI) security clearance. Education and experience baseline: Bachelor’s degree with at least 3 years of recent specialized experience; OR an Associate’s degree with at least 7 years of recent specialized experience; OR a major professional certification with at least 7 years of recent specialized experience; OR a minimum of 11 years of recent specialized experience in lieu of degree. Minimum of three (3) years of dedicated knowledge management and data management experience. Expert-level competence in the administration, configuration, and architecture of Microsoft SharePoint (On-Premises and SharePoint Online). Demonstrated experience developing custom applications and visual dashboards using Microsoft Power Apps and Power BI. Demonstrated experience creating and maintaining complex automated workflows using Power Automate and classic SharePoint workflows. Experience coordinating data warehousing initiatives with a solid understanding of enterprise data architecture principles. Strong analytical, problem-solving, and written/oral communication skills to translate complex technical processes into clear guidance for decision-makers. Desired: Microsoft technical certifications (e.g., PL-900: Microsoft Power Platform Fundamentals). DoD 8140 / 8570 Level II baseline certification (e.g., CompTIA Security+). More than three (3) years of experience serving as a primary Knowledge Management (KM) Administrator. More than three (3) years of operations-intelligence or security assessment support and analysis experience within the DoD or Intelligence Community (IC). More than five (5) years of military or IC agency experience, including combat deployments or operational environment familiarity, with a strong background in military intelligence. Proficiency in front-end development technologies (HTML, CSS, JavaScript) and UI/UX design concepts to optimize portal layout, user experience, and graphics.
