About this role The team BlackRock's Compliance Department protects BlackRock’s reputation and provides advice to the business focused on ensuring the protection of our clients’ best interests. The department operates in a dynamic environment with the team focused on understanding evolving business strategy, as well as advising on the impact of regulation in our business, with the objective of: Putting client interests at the center of everything we do; Cultivating and enhancing BlackRock’s Compliance culture; Providing thought leadership on the impact and implementation of regulations to our business and to the market; and Developing and fostering excellence within the Compliance team. In conjunction with Legal, the Compliance team oversees BlackRock’s compliance with applicable laws and regulations and is responsible for, among other things, establishing Legal and Compliance policies and procedures that meet applicable regulatory requirements, testing the effectiveness of those policies and procedures, overseeing regulatory matters, and providing Compliance training. We are seeking an experienced compliance professional to join the BTC Compliance team. The BTC Compliance team oversees the compliance program for BlackRock Institutional Trust Company, N.A. (BTC), an OCC-regulated trust bank that provides investment management and fiduciary services to institutional clients. The team is responsible for overseeing compliance with applicable laws, regulations, and internal policies, including OCC requirements, ERISA requirements, and other regulatory obligations applicable to BTC. The team also leads BTC's regulatory engagement program and partners closely with business, Legal, Risk, and Compliance colleagues across the firm. Role and impact Reporting directly to the BTC Chief Compliance Officer, the individual will play a key leadership role in the continued evolution of the BTC compliance program. The role will have broad exposure across regulatory engagement, compliance program oversight, governance, risk management, and strategic business initiatives. The successful candidate will serve as a trusted advisor to senior stakeholders and help shape the direction of the compliance program in a dynamic regulatory environment. The individual will be expected to operate with a high degree of autonomy, exercise sound judgment on complex matters, and help drive execution across key compliance priorities. Over time, the role is expected to take on increasing leadership responsibility across the BTC Compliance function. Responsibilities Partner with the BTC Chief Compliance Officer in the oversight and enhancement of the BTC compliance program. Lead and support engagement with BTC's primary regulator, the Office of the Comptroller of the Currency ("OCC"), including examinations, supervisory interactions, regulatory inquiries, and related remediation activities. Coordinate and oversee responses to regulatory requests, examinations, and management reporting related to regulatory matters. Implement and enhance compliance programs, governance frameworks, policies, procedures, and associated testing and monitoring programs. Support and advise business, Legal, Risk, and Compliance partners on regulatory requirements, new business initiatives, and emerging compliance risks. Drive strategic compliance initiatives and continuous improvement efforts across the BTC compliance program. Manage and develop compliance professionals and contribute to talent development and organizational effectiveness across the team. Represent BTC Compliance in governance forums, working groups, and cross-functional initiatives. Participate in special projects and strategic initiatives. We are looking for At least 10 years of relevant experience in a legal, compliance, regulatory, or risk management role within financial services. Significant experience with bank regulatory frameworks and OCC-regulated entities. Experience with SEC regulated entities is a plus. Experience as a Chief Compliance Officer at a smaller institution and/or senior compliance leader within a large financial institution strongly preferred. Demonstrated experience leading regulatory examinations, regulatory relationships, and complex remediation or governance initiatives. Significant experience managing and developing teams. Strong ability to influence and communicate effectively with regulators and senior executives. Strong writing and verbal communication skills. Strong risk focus and attention to detail. Strong organizational skills and ability to manage multiple competing priorities in a demanding, fast-paced environment. Business-focused and solution-oriented approach to partnering with stakeholders. Familiarity with asset management, fiduciary activities, collective investment funds, and ERISA requirements is preferred. Bachelor's degree required; advanced degree, J.D., or equivalent professional qualification welcome. For San Francisco, CA Only the salary range for this position is USD$173,500.00 - USD$270,000.00 . Additionally, employees are eligible for an annual discretionary bonus, and benefits including healthcare, leave benefits, and retirement benefits.
