Amentum is seeking a Environmental, Safety & Health Manager for a position on Kauai, HI . Under the direction of the Program Manager, the ESH Manager is responsible for the full scope of responsibility regarding all Environmental, Safety & Health (ESH) programs supporting the Amentum Program. The ESH Manager shall ensure both prime and subcontractors abide by program, contractual and industrial standards/best practices, where required. The ESH Manager shall be the sole administrator of the Amentum ESH program(s), having full authority and responsibility for ensuring performance objectives and standards are met. The ESH Manager shall be readily available on-site during regular working hours. An interim security clearance is acceptable during the Mobilization/Phase-in period. In addition, the ESH Manager will administer all Amentum Environmental, Safety & Health Programs. This includes PMRF-wide surveillance to ensure contractor compliance with all Government (i.e. DoD, DoN, PMRF), Corporate and Department ESH requirements. Performs safety inspections, observes unsafe and unhealthy situations and initiates corrective actions. Responsibilities • Provides safe work environments for employees, visitors, and customers. • Works within Corporate, DoD, DoN, PMRF, and Departmental policies. • Exercises considerable independent judgment to identify and select the contractually proper course of action for the ESH Department. • Provides Personnel Management, Oversight, and associated Performance Reviews. • Provides a direct interface with both the Government Customer and Senior Management. • Provides Cost Accounting, Cost Forecasting, and overall Budgeting responsibilities for the ESH Department. • Develops, revises, updates, and approves Standard Operating Procedures (SOPs) and Department Internal Procedures (DIPs). • Prepares and submits briefings, analysis, and reports to include Contract Data Requirements (CDRL’s) on time. • Participates in contract proposals, negotiations, and modifications as required. • Responsible for the complete implementation of the 5S+S Program within the ESH Department. • Understand, manage and implement OSHA, EPA and DOT requirements. • Conduct Occupational Health and Industrial Hygiene functions IAW 29 CFR 1910. • Audit heavy equipment, munitions handling equipment certifications and training. • Prepare and implement a Hazardous Waste Management Plan. • Support a centralized HAZMAT Center concerning HAZCOM, MSDS issuance and minimization of HAZMAT/HAZWASTE generated at the waste stream. • Manage and train a spill response team. • Sign or coordinate signatures for Hazardous Waste Manifests. • Maintain ESH-related training and Job Hazard Analysis data input supporting medical surveillance records. • Address process hazard analysis for all operations containing lead, polyurethane, asbestos, noise hazards, OTTO Fuel, PCB, hypergolic, and chlorine. • Coordinate and administer OSHA, EPA and traffic safety training as needed. • Performs other duties as required Physical Elements/ Environment • Lifting, Pushing/Pulling: 1 - 10lbs • Work positions requirements: walking, standing, and sitting. • Environment: customer contact, extended workday, office laboratory, field assignment, and inclement weather. Minimum Qualifications Experience • Eight (8) years’ experience as a Safety or Environmental Supervisor in a multi-discipline environment comparable to that of standard Base or Range Operations Support requirements.Must have Government experience (i.e. DoD, Dept. of Navy, Dept. of Army, or Air Force).Must be proficient in the use of MS Office Suite software (Word, Excel, Outlook, Access & PowerPoint), Project Management applications.Exceptional verbal communication, writing, and presentation skills are a must.PMP certification is preferred.Six Sigma certification is preferred.EducationBachelor's degree • Eight years of equivalent work experience may be substituted for the degree (see “Experience” section above for details). Security ClearanceMust be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain and maintain a Secret Clearance. Applicants selected either must currently possess a Secret clearance or will be subject to a US Government Security Investigation and must meet eligibility requirements to obtain clearance prior to commencement of employment and maintain a security clearance for access to classified information or Closed/Restricted Areas throughout duration of employment.
