This is a grant funded position with an end date of 8/31/2027 that is renewable for another year based upon work performance and progress toward research goals. JOB SUMMARY The Director, Texas Child Mental Health Programs provides strategic, operational, and programmatic leadership for a broad portfolio of child and adolescent mental health initiatives. Working with an interdisciplinary team, the Director oversees major statewide programs such as Texas Child Health Access Through Telemedicine (TCHATT), the Child Psychiatry Access Network (CPAN), Community Psychiatry Workforce Expansion (CPWE), fellowship programs, and related efforts. This role leads and develops a multidisciplinary team through direct supervision, staff management, and capacity planning to support effective program execution. The Director cultivates collaborative partnerships with health systems, education partners, government agencies, and community organizations while balancing shifting priorities and exercising strong judgment. Responsibilities also include financial oversight, communications strategy, reporting, and support for research and knowledge dissemination. This position reports to the Senior Director of Operations and Strategy and drives continuous improvement to expand access to high‑quality behavioral health services for children, adolescents, and families across Texas. ESSENTIAL JOB FUNCTIONS: Strategic & Operational Leadership Provides high-level strategic and operational leadership for child and adolescent behavioral health programs and projects from inception through completion. Develops and executes programming aligned with organizational goals and the needs of clinicians, health care systems, government agencies, and community partners. Establishes and manages program priorities in alignment with institutional policies, funding requirements, and statewide behavioral health initiatives such as the Texas Child Mental Health Care Consortium. Develops, monitors, and continuously assesses human, technical, and operational capacity to meet priorities. Program Oversight Assists senior leadership with oversight of agreements, contracts, provider effort tracking, and budgetary planning. Oversees clinical, educational, and research portfolios within child and adolescent behavioral health initiatives. Scopes, plans, and implements large‑scale program expansions across statewide initiatives such as TCHATT, CPAN, CPWE, and fellowship or other related behavioral health programs. Provides operational leadership for programs supported by federal, state, or consortium funding, including recruitment, contracting, compliance, and reporting activities. Staff Leadership Supervises and directs the work of a multidisciplinary team of operational, administrative, program, and data professionals to ensure effective coordination and achievement of organizational objectives. Hires, trains, supervises, and evaluates staff. Identifies professional development and advancement opportunities for employees. Assigns work, monitors capacity, and recommends adjustments to organizational structure as needed. Partners with clinical and academic leadership on faculty and staff recruitment, selection, and onboarding. Stakeholder Engagement & Communications Builds and maintains relationships with key stakeholders across educational, medical, governmental, and community sectors. Participates in cross‑institutional or cross‑agency meetings to ensure successful program implementation. Develops and oversees communications strategies across multiple platforms to support program visibility and engagement. Financial Administration Prepares and administers budgets with a high degree of accuracy and efficiency, deploying resources effectively to meet program goals. Reviews and approves payment and purchase requests in accordance with institutional policies and funding guidelines. Research & Reporting Supports research, evaluation, and knowledge dissemination efforts related to child and adolescent behavioral health. Develops presentations, papers, reports, and other materials to synthesize and communicate program findings. Prepares required reports for funding agencies, stakeholders, and organizational leadership. Presents program outcomes and research findings at conferences, trainings, and other events. Oversees data collection and analysis to drive ongoing program improvement Coordinates required site visits, audits, and responses to legislative or regulatory inquiries. Assists with grant writing or funding proposals to support program initiatives. Contributes to strategic planning sessions beyond primary program scope. Represents the division at conferences, community events, or stakeholder meetings as needed.
