Oracle Cloud Infrastructure Shackleford County Data Center is searching for a Sr. Director, Data Center End-to-End Portfolio & Project Controls to lead OCI’s rapid expansion of the Shackleford AI Data Center Campus which requires a proven executive capable of establishing and scaling End-to-End (E2E) Portfolio & Project Controls organization ensuring the leadership necessary to deliver and lead portfolio forecasting, project controls, operational analytics, supply chain coordination, manufacturing readiness, and TPM governance across regional data center delivery projects. This role will have end-to-end accountability for project controls across a portfolio totaling approximately $29 billion in capital investment, with critical delivery milestones beginning in September 2026 and extending through July 2028. In addition to overseeing project schedule, cost, forecasting, and reporting, the leader will build and manage a high-performing organization consisting of full-time employees, vendor partners, and a construction workforce that currently exceeds 3,500 personnel and is expected to grow to approximately 8,000 workers at peak campus activity. The E2E Portfolio & Project Controls executive must possess exceptional executive level communication and stakeholder management capabilities to influence, align, and coordinate across internal executive stakeholders, engineering, construction, commercial, and customer organizations, as well as external partners. Given the breadth of responsibility and cross-functional influence required, this position demands one of the highest levels of ownership, autonomy, and strategic decision-making within the data center delivery organization. This role provides strategic oversight and leadership for the construction of data centers by colocation providers, ensuring successful completion of projects on time, within budget, and to the highest quality standards. Directs and mentors' construction project teams, ensuring the alignment of all projects with the overall strategic vision of the organization. Strategizes and directs the creation, review, and maintenance of documentation, including design review, commissioning, and problem-solving papers. Provides executive oversight of quality control processes to ensure all construction activities meet design specifications and industry standards. Directs high-level site walks and leads the strategic startup and commissioning phases of major data center projects. Addresses gaps in risk identification and mitigation and informs the board of associated potential impacts. Provides executive oversight as the primary point of contact between the company and colocation providers. Directs the strategic selection, negotiation, and management of contracts with external vendors, contractors, and suppliers, ensuring contract compliance and performance and construction activities align with the approved design plans and specifications. Directs the installation of power, cooling, networking, and structured cabling systems. Responsibilities: Key Responsibilities: Lead integrated portfolio schedules, forecasts, dashboards, and executive reporting. Track portfolio performance across cost, schedule, risk, safety, supply chain, and execution. Identify critical path risks, cross-project dependencies, delivery constraints, and recovery needs. Develop mitigation plans, recovery forecasts, risk registers, milestone trackers, and action logs. Coordinate long-lead procurement, supplier readiness, manufacturing alignment, logistics, and material flow. Support prefab, modular delivery, OSA adoption, and industrialized delivery scaling. Partner with project teams, suppliers, logistics providers, manufacturing partners, and leadership to improve execution alignment.Validate reporting through regular field engagement and site reviews. Ensure portfolio-level risks are escalated early with clear ownership and action plans. Lead TPM governance, operating rhythms, accountability tracking, and cross-functional coordination.
