Job Description: Preferred Qualifications: DEPARTMENT OVERVIEW The TD Securities Business Controls team is a first line of defense function responsible for providing risk and compliance advice, oversight, and effective challenge. The team helps business partners identify, assess, manage, monitor, and evidence risks across day-to-day activities, operations, products, services, payment capabilities, and change initiatives, while operating within risk appetite and meeting regulatory, policy, standard, and payment market infrastructure requirements. Team members require strong first line governance and controls expertise, sound business judgment, and sufficient knowledge of transaction banking to assess whether the business is meeting internal and external expectations. JOB DESCRIPTION Reporting to the Managing Director, Business Controls, the Director supports the Transaction Banking Value Creation Plan (VCP) transformation and global Change Governance and serves as a trusted first line risk advisor to Transaction Banking stakeholders across TD Securities. The role provides coordinated risk guidance and challenge across payment products, rails, processing flows, platforms, operations, technology, clearing and settlement, and related payment market infrastructure obligations. The Director acts as a central Governance and Controls relationship lead, connecting the business with specialist first line teams and second line risk partners. The role supports timely delivery of change by identifying the appropriate risk pathway, clarifying control and evidence expectations, escalating emerging risks, and ensuring decisions are transparent and well supported. The position will be embedded with business and product leaders, Operations, Technology, Change Delivery teams, Compliance, Legal, Audit, Operational Risk, and other risk and control partners. Success requires strategic thinking, strong relationship management, practical risk judgment, and the ability to improve governance processes, controls, reporting, and tools. JOB ACCOUNTABILITIES • Serve as a senior trusted first line risk advisor to Transaction Banking leaders, providing practical governance, risk, and control guidance aligned with business strategy and risk appetite. • Provide an integrated view of risk across payment products, rails, platforms, processing flows, operations, technology, clearing and settlement, and payment market infrastructure dependencies. • Lead first line governance and effective challenge for payment-related change, including New Business and Product Approval, Change Risk Assessments, implementation readiness, post-implementation validation, transition to business-as-usual control ownership, and key delivery decisions. • Coordinate engagement across the business, Product, Operations, Technology, Change Delivery, Compliance, Legal, Audit, Operational Risk, specialist first line teams, and second line partners based on risk and materiality. • Provide oversight and challenge of payment processes, controls, risk assessments, evidence, and reporting • Support first line risk owners in interpreting, implementing, monitoring, and evidencing governance requirements • Review and challenge the completeness and adequacy of business assessments, control evidence, attestations, remediation plans, risk acceptances, and regulatory or industry-driven change initiatives. • Monitor emerging risks, incidents, control gaps, issues, and remediation activities, escalating material concerns and systemic themes to business leadership and governance forums • Maintain awareness of relevant regulatory, policy, industry, payment rail, and payment market infrastructure requirements and assess their implications for the business. • Deliver clear, decision-useful reporting on aggregate risk, key indicators, control themes, incidents, issues, remediation status, and matters requiring management attention or decision. • Partner with the business to prepare for control testing, audits, regulatory reviews, industry attestations, and other governance activities, ensuring risks and remediation plans are appropriately managed and evidenced. • Strengthen risk culture and accountability by promoting constructive challenge, transparency, timely escalation, and evidence-based decision-making. • Drive continuous improvement of the Change Governance framework, and first line interaction model while maintaining clear accountability across business and risk functions. • Influence senior stakeholders by connecting client outcomes, business strategy, delivery priorities, operational resilience, regulatory expectations, and risk appetite. • Lead, coach, and develop Governance and Controls colleagues, building transaction banking and risk capabilities within an inclusive, collaborative, high-performing team.
